Village Report - Baston

PARISH COUNCIL – The parish council met on February 9 at the church in Baston.

Present: councillors Mr G Baxter, Mrs S Bunce, Mrs L Colbourn, Mr A Hutchins, Mr L Knights, Mrs E Mort (chairman), county councillor M Trollope-Bellew, the clerk Ms R Woolley and one member of the public.

Coun Mort said the PMK household recycling planning application would be going to the LCC planning committee meeting on February 13, with the officer’s recommendation for refusal.

No planning application had been received from Larkfleet for the proposed development for land off Chesham Drive (Inholmes) so far.

The clerk advised that following her request for information about flooding, the Environment Agency had promised a reply by the middle of February.

She said she had spoken to the SKDC planning officer about a site meeting at Inholmes when plans were received and he was happy to attend.

Highways will also be asked to attend.

Highways had advised that a filter lane from Main Street to the A15 was not possible because the road is not wide enough, the footpath would not be wide enough and there are financial constraints.

Planning: No representations - Two-storey side and single-storey rear extension at Baston Fen Farm; replacement of power lines by Western Power; two-storey and single-storey rear extension plus some demolition to the listed building at 42 Main Street; revised design for Plot 3 on land adjacent to 42 Main Street. Cemex extending use at the Manor Pit Quarry or to Hansons work at the no 2 quarry subject to no access allowed for their HGV lorries through Main Street. Approval had been received relating to Condition 4 (archaeology) subject to a watching brief at 28 Main Street.

Coun Hutchins reported on the King Street meeting he attended and gave a brief update on points followed up from the previous meeting from 2009.

It had been agreed that another Archer survey be conducted.

It was also suggested that the Give Way signs at the junctions be replaced by Stop signs.

When the Archer results are received another meeting will be held and Brian Thompson, LCC Highways will be asked to attend.

It was noted that there was still a problem with dog fouling.

It was agreed that Coun Cooke be asked to arrange for new signs to be placed at Baston Fields.

Site allocation and policies development plan documents from the SKDC local development framework (LDF) has now been passed to the secretary of state for examination. Bidwells objected to Baston being shown as not suitable for development.

A letter had been received from Baston WI asking for a screen for the use of speakers at the Barn.

There had been complaints from parents that Baston School had been closed on polling day.

Election staff will meet with the school to identify how to avoid closure.

Coun Trollope-Bellew said there should have been an enforcement order to stop PMK lorries from using Main Street but this had not been included in the last application.

He also said it is hoped that a comparison between the first Archer survey and the second one will enable the King Street Group to move forward.

King Street is on the gritting route and LCC has spent £4.25m on gritting to date.

The next meeting will be on March 8 in the church at 8pm.
