Make homes habitable

If homes to rent are in short supply, it makes sense to bring dilapidated properties up to habitable standard.
However, this should not be achieved at taxpayers' expense. Give help by all means but in the form of a loan, to be paid back to the council as soon as rents become available. By virtue of the improvements, these properties would have increased in value.
